I have the programming guide but would like a copy of the user guide too.

I did find that site but, having paid £12 for the programming manual, it rankles somewhat to be asked to pay more than five times that for the user manual.

I've found another site advertising manuals:

£11.95 for the 160 TCL Operating Manual.

Will have to wait and see whether it's an original, or a scanned copy.

Manual has turned up and it is a photocopy, but it does seem to have all the mechanical fault finding steps and circuit diagrams for which I was looking.
