I spent today rebuilding a new laptop with Win XP SP3 and set it up in a way that people feel is the best for using laptops with Mach3. Result - I get no line on the Mach3 Driver Test! Is that something anyone has seen before. The Pulse rate is constant at 100 and this is a 2GHZ CPU HP laptop. It doesn't have a parallel port onboard but the docking station as one.
Tomorrow I'll try the Active Low settings with the USB power on the X axis only and report progress.

The docking station may not have a true PP.
I'd hazard a guess it's more like a USB adapter than a true PP.
