Looks like precision engineers level or clinometer but I suspect you already know that.!!. . . Other than that I can't help.

We used to use them in the Shipyard when vessels were launched via an inclined slipway, used for leveling seats ect.
Can't think it would really be of any use, but could be wrong.

I do not know if I will use it other than for measuring angles on different things, and i have a thing for beautiful Old tools

I have seen som HILGER&WATTS theodolite on ebay.uk i woude like but the shipping cost to Sweden becomes more expensive than the goods
