Expanded PVC will be cheapest, especially if you use it for sacrificial layer. Forex and similar. You call that foam board maybe? I use it for sacrificial material but have seen people do vacuum tables from it.
I would do it from Phenolic sheet as it does not absorb water, is temp resistant, does not change shape and holds great detail. And the above material could be on top of it. But definitely phenolic based is on 1st place of choice for that purpose.
There is one board material that though looks solid plastic, will absorb water and change with time and is not suitable, but will have to find the name of it what was called. All else will work, though price will be different, some times prohibitive.
