Regulator would be my first thought, but why would you have a cutaway on the PCB for a low voltage part?
Cut-out is like an anti-flashover feature, which you normally put on high voltage parts, which makes me wonder if it's some kind of switching regulator that takes high voltage and drops it to low voltage.
Any idea what voltage is going to the mystery component?Avoiding the rubbish customer service from AluminiumWarehouse since July '13.

the markings seam to be smudged and in unreadable, I don't suppose anyone else has another vfd open that they could see if there's has a clear number on it?

Which would suggest a 2SK1120 - a N-channel MOSFET designed for DC-DC convertors and motor drives - sounds pretty appropriate
