When you say "laminated chipboard", what is the laminate? Is it a plastic laminate, or a melamine paper laminate?

Plastic laminate is very abrasive. If you are cutting a lot of plastic laminate, you should probably be using diamond bits. Cheap diamond bits are under $200 US, but should last for 400 sheets or more.

If you are cutting melamine sheets, good quality carbide bits are about $90-$130, and are good for about 100-125 sheets.
But you can get them sharpened about 3 times, for about $25 each. This works out to about $0.25 per sheet over the life of the tool.

If your bits are getting dull quickly, there's a good chance that you just aren't cutting fast enough. Doubling the feedrate will typically double your tool life, if RPM remains the same.
