Sounds like the best thing is a small DC motor driving a reduction gearbox with a variable speed on it.

Something like this.

This actually has two 15:1 gearboxes on itbecause i had them and I need this welding rotator to go from real slow to real slow plus a bit.

It runs off a big mains variac and you wind it to whatever speed is comfortable.
