Hi, I'm new here and could do with a little advice. I need to increase a aluminium timing pulley bore size from 3mm to 3.175mm but don't currently have access to a pillar drill. If I'm careful can I use a hand drill to do this or would it not be accurate enough?

You need to increase the bore to 1/8 inch? You may just get the end of a 1/8 a taper reamer in ... but you want it to run true, ideally do it in a lathe and make sure it's true ie true up with 3mm shaft in. So, do you know any one with a lathe and a nice long 1/8 taper reamer (apart form me!)?
TomSherline lathe, Chester DB11V lathe, Myford/ Rodney mill, CNC mill Isel/ home made, Sealy Hack Saw, Meddings Pillar drill.

Unless you are an animal with hand tools, you should be able to open it up perfectly well by hand.
