They would run from that power supply. The problem is 30v (let alone 24v) is not enough to run most Nema 23 stepper motors effectively. The higher the voltage you run the motor on the higher the speed you can get since the torque drops off less rapidly. It's because the inductance of the stator coils limit the current that can flow at a low voltage... v(t)=L*di(t)/dt
You want at least 50V ... general rule is required voltage=20*L^0.5 where L is the motor phase inductance.
