Oh man inkscape is great for fonts. Its openSource.
You can fit text to a curve. This allows text around a circle.
I'd post a pic...but can't figure how.

I figured it out.
After you do "fit text to path", you can also adjust each letter individually for the spacing (kern) or vertical offset. This is good so letters don't touch each other or the circle:

CamBam also has a V engrave plugin that can be used with Windows fonts for example, https://www.atelier-des-fougeres.fr/.../Vengrave.html
It also has a plugin to fit text onto a Polyline, https://www.atelier-des-fougeres.fr/...nPolyline.html
There are some single line fonts for engraving here, https://www.atelier-des-fougeres.fr/...tickfonts.htmlSpelling mistakes are not intentional, I only seem to see them some time after I've posted
