No the 35V is AC so needs to be rectified which makes it times 1.4 so that would be 35 +35=70 x 1.4= 98Vdc. . .Boom.!!
You need 25V to give 70Vdc.
Yes can fiddle with turns but why would you.? Just buy the appropriate transformer.??
