I would prefer to use the actual rail as a drill jig if i was doing it, if you can find a spot drill the same size as your fixing holes(if not make a sleeve to suite) you can make sure your rails are correctly aligned, clamp them and spot them, even better make a bush to locate in the countersunk holes with the correct tapping size hole and you can just drill & tap with the rails in place.
