Bound Quill on a Beaver BVRP

I have a new to me Beaver BVRP the quill seems to be bound. So before I start prying on things I thought I'd ask here on the forum. There is a tool holder in it. I cannot reach down inside the get to the home made draw bar. I hate to power it up until I can be sure I won't damage anything. If I turn the handwheel on top it seems to turn free. Here are some pictures.




I have a copy of the instruction book on how to remove the quill but I'm sure theirs was not bound up. Has anyone got any idea's?
