Are you sure the pulleys are 10mm pitch, not the lead screws?
I usually use XL pulleys because I like a lot of teeth engaged and there is no slop like you get with a T5.
Spread the load, belts do not break they shed teeth, use big pulleys with lots of teeth.
Cutting a key slot without a broach is not hard if you have the right file and know how to use it.
