Pick one of the surfaces on the side of the rail, mate it with the surface inside the slot and specify the correct distance to get the rail on center. That distance will be half of the width of the rail minus the width of the slot.

The better way would be to use a width mate under advanced mates. This makes sure that if you change any dimensions it will stay in the middle of the slot.

Yeah I would use a width mate, select the two inside faces in the t slot an the two outer faces on the rail (whilst holding ctrl) then just click mate then it should auto self centre.
