I would connect the 24v and 5v supplies after the safety relay but before the soft start.
Resistor value is not that critical, you might have to try a few values to get the best for your setup.... -

Jim I wouldn't bother with the 70Vdc has the 240Vdc transformer will power the 70Vdc and if you have bleed resistors on caps then they will be drained anyway, also the Drive LeD's will show any power...

Bk15 blocks tend to be fitted to 20mm screws and BK12 to 16mm but there's really no reason why you couldn't use them.! . . . It's just not standard procedure so you'll need to specify BK12 machining...
