Inkscape is free and works well. You usually still have to tweak a bit but its better that serif.
open your bitmap and go to paths and then trace bitmaps, 3rd one down.

It sounds like you may be wanting to look at the cad side rather than the cam side. Mach will run your machine but you will have to generate the code to put in it. How are you translating your...
