I wouldn't look less than a dual core PC, win7 and less than 2gb ram + 1gb ram graphic card, preferably ATI. 80-100eur here in Spain, second hand. With this you will have 0 problems.

If you remove the handles you'll get far higher acceleration and probably higher speed than with them attached.

Yes but wouldn't be my first choice to fasten box on stepper directly but if your only option then fine. Have you seen these type motor end covers with connections Nema 24 (60mm) stepper motor end...

Personally I'd use some shielded cable and shorten wires on motors and run this back to cabinet.

With bipolar wiring you still use all the wires, by putting the coils in series or parallel. Parallel is almost invariably the better option, so don't start cutting them off! Consult the diagrams in...

The width depends on what you're doing, but in general 15mm wide is fine. If it's a long belt then increasing to 25mm is a good idea as it will raise the stiffness.

I'd go 3:1 with small pulley on stepper.
If you want to relieve some stress on the motor then use some form of counter balance, either weights or gas struts. -
